Jennifer Andersen
Jennifer Andersen established Andersen Planning
Consultants after twenty years as a Project Manager
in the public sector where she worked in both
Planning and Redevelopment.
Jennifer personally handles all project management
work for the firm, and has a skilled network of
professionals available to assist with projects
requiring special expertise.
Jennifer's experience includes eleven years with the
County of San Diego, where she processed a range
of development applications (including subdivision
maps, use permits, general plan amendments, road
closures and variances), designed and developed
the Department's first computer-based Case
Tracking System, managed a 600 acre
redevelopment area known as the Upper San Diego
River Improvement Project (USDRIP), and completed
an award winning downtown Economic Revitalization
Plan for the community of Fallbrook.

Jennifer also worked with the City of San Leandro, where she assisted with the establishment
of the City's West San Leandro/MacArthur Project Area, established and managed the City's
first Facade Improvement Program, negotiated a variety of development agreements, and
managed the initial design stage of both the MacArthur Street Improvement Project and the
Downtown Historic Walk.
Jennifer spent the last seven years of her public sector career with the City of Fremont, where
she managed the 300 acre redevelopment area of Centerville. A key accomplishment during
her tenure was the approval of a Disposition and Development Agreement for a six and a half
acre vertical mixed-use infill development project known as the Centerville Market Place.
Jennifer also helped establish and manage the City's first Facade Improvement Program, and
worked with citizens to convert the historic Center Theater into a performing arts center.
Jennifer's education includes a Bachelor of Arts degree from the University of California at San
Diego (1984) where she combined studies in Urban Planning and Engineering. She also
earned a Masters Degree in Public Administration from San Diego State University (1993) by
completing a master's thesis addressing the effect of organizational power structures on
change management.
Jennifer's multi-disciplinary background includes training in mediation and group facilitation
methods, placing her in an excellent position to understand and facilitate communication
between diverse interest groups.
Jennifer is a member of the American Planning Association (APA), the American Institute of
Certified Planners (AICP), and the International Association for Public Participation (IAP2).
